About the Committee:
The International Telecommunications Council (this committee) and the Plenipotentiary Council govern the International Telecommunications Union as a whole. The ITU’s mission is “facilitating peaceful relations, international cooperation among peoples and economic and social development by means of efficient telecommunication services.” The ITU Council ensures that the ITU is passing resolutions that accurately reflect the world’s modern telecommunications needs. The Council also ensures the implementation of the ITU Constitution. Delegates in the ITU Council at H-MUN IV will focus on technological advancements in China. More specifically, debate will center on five topics during the conference: data privacy, national security, the Belt and Road Initiative, intellectual property, and blockchain technology and cryptocurrency.
The dais will be looking to pass a resolution that fully addresses each of the aforementioned issues. During committee, delegates will need a high level of collaboration in order to pass one final resolution. This will likely mean that there will be a certain degree of compromising, which will benefit all delegates with a more realistic and detailed solution. Delegates still need to ensure that they are acting within the committee powers of the ITU Council. For example, resolutions should not force nations into taking action that they disagree with. If delegates try their best and put in their best efforts before and during the conference, they should learn a lot in this committee. That being said, it is important that delegates thoroughly read the background guide and complete extensive research before the conference in order to have the best experience possible.
